During World War Two, schoolteacher Alice King helps with the evacuation of British children to Canada. Meanwhile, Lily Nichols is confronted with the choice of whether to keep her son and daughter near, or register them for the government's new overseas evacuation program, which offers the possibility of safety an ocean away, but not without risk. When a Nazi U-boat torpedoes the SS Carlisle as it carries children to Canada, a single lifeboat of survivors is left adrift in the Atlantic. Alice and Lily soon become the other's best hope as their lives become connected.
